The power of the apostrophe: "No" versus no

In the following article the writer means "No" but uses No.

No campaigners accept defeat - The Irish Times - Fri, Jun 01, 2012: "No campaigners have conceded defeat in the EU referendum, with Libertas founder Declan Ganley saying many people voted Yes "through gritted teeth".

Speaking at Dublin Castle, Sinn Féin deputy leader Mary Lou McDonald said the public had decided to vote in favour of the promises of growth and stability put forward by the Yes campaign and that her party “would seek to hold them” to their promises."
